Sidewalk Repair Program Overview
The City of Polk City is launching a citywide Sidewalk Repair Program aimed at improving public safety and accessibility throughout our community. As part of this effort, City staff conducted a comprehensive review of the August 2025 sidewalk inventory, which identified 304 sidewalk repair locations and 29 curb stops requiring attention.
The City of Polk City used Iowa Statewide Urban Design and Specifications (SUDAS) standards and Public Rights-of-Way Accessibility Guidelines (PROWAG) to evaluate sidewalk conditions and determined the appropriate repair classification based on those standards. These standards establish the requirements for safe, durable, and accessible pedestrian facilities and guide the repair or replacement methods used throughout the community.
Phased Implementation by Districts
To efficiently address the identified repairs, the city is implementing the program in phases based on geographic districts with yearly estimated completions:
- District 1 in 2026
- District 2 in 2027
- District 3 in 2028
- District 4 in 2029
- District 5 in 2030
Repair Options
You have two options for completing the required sidewalk repair:
Option 1: Participate in the City Contractor Program
- The city has partnered with Caliber Concrete out of Adair, Iowa to perform repairs.
- By opting into this program, you may benefit from reduced costs through group contracting.
- The $75 sidewalk permit fee will be waived for participants.

Option 2: Hire Your Own Contractor
- You may choose to complete the repair independently using a contractor of your choice.
- A $75 sidewalk permit fee will apply, and the work will require city inspection to ensure it meets standards.

Funding Assistance
Polk City offers financial assistance to help eligible residents with costs related to the Sidewalk Repair Program. This programs is funded through tax increment financing (TIF) revenue that must be used to benefit low‑ to moderate‑income households within our community. If you qualify based on household income and meet the specific requirements of the Sidewalk Repair program, you may apply one time and may be reimbursed $500, and then 50% thereafter of the cost to complete the project.
