Who is responsible for maintaining and repairing sidewalks?
Under Iowa law and City ordinance, property owners are generally responsible for maintaining and repairing sidewalks adjacent to their property. The City's sidewalk inspection program helps identify locations that may require repair to improve pedestrian safety and accessibility.
How are sidewalk deficiencies identified?
Sidewalks are evaluated using standards established by SUDAS (Iowa Statewide Urban Design and Specifications) and PROWAG (Public Rights-of-Way Accessibility Guidelines). Deficiencies are categorized into repair classifications based on the type and severity of the condition.
What do the repair Code Types mean?
Repair Code Types A through F identify the specific sidewalk condition and the recommended repair method. The Sidewalk Repair Types page provides diagrams and descriptions of each classification to help property owners understand what repairs may be required.
How can I find out if a sidewalk near my property has been identified for repair?
Residents can use the interactive Sidewalk Repair Locations map to search by address or browse the map for identified repair locations. Selecting a location displays additional information about the deficiency and its repair classification.
What are my options for completing repairs?

- The city has partnered with Caliber Concrete out of Adair, Iowa to perform repairs.
- By opting into this program, you may benefit from reduced costs through group contracting.
- The $75 sidewalk permit fee will be waived for participants.

- You may choose to complete the repair independently using a contractor of your choice.
- A $75 sidewalk permit fee will apply, and the work will require city inspection to ensure it meets standards.
How much time do I have to complete repairs?
If a repair is required, the City will provide a notification letter outlining the repair requirements and applicable deadlines.
What if I disagree with a repair determination?
Property owners may contact the City to request a review of the identified deficiency. City staff can discuss the inspection findings and re-evaluate the condition when appropriate.
Can I repair additional sidewalk panels?
Yes. Property owners may choose to replace or repair additional panels beyond those identified by the City, provided all work complies with current City standards.
Will the City inspect the completed work?
Yes. Required inspections may occur before, during, and after construction to verify that repairs meet City standards and accessibility requirements.
What happens if I choose not to participate?
Property owners are responsible for completing any required sidewalk repairs by the deadline provided by the City. If repairs are not completed within the required timeframe, the City may arrange for the repairs to be completed and assess the cost to the property owner. Because the work would be completed through a City-managed process, the final cost may be higher than if the property owner had arranged for the repairs independently. Any unpaid costs may be assessed to the property in accordance with applicable City procedures. The City encourages property owners to address repairs promptly, as doing so often provides greater flexibility in scheduling, contractor selection, and overall project costs.
